Phil Lattimore

Principal Civil Engineer

As Manager of the Toowoomba office and head of the civil division, Phil is responsible for the management and coordination of the Toowoomba design office and is heavily involved in resources management, acting as Project Manager and Consulting Engineer on various civil projects.


Phil has a strong background in Local Government operations, having previously worked as an engineer in Taroom and later as Engineer for Warroo, Bendemere and Bulloo Shire Councils.  He is also experienced in in-depth public consultation having worked in the United Kingdom on the preliminary design for Southeast Multi Modal (SEMMS) project for Essex County Council.


Phil is passionate about continuous development and also specialises in Quality Management System documentation and implementation. This passion also extends to his professional career where he is currently associated with engineering affiliations and organisations and regularly participates in seminars and conferences to ensure currency of practice.

Ray Hicks

Born and bred in Chinchilla, Ray commenced with the firm in November 1975 as a Junior Engineer.  Once rated as ‘one of the best young engineers in Queensland’, Ray has gone on to earn widespread respect for his practical knowledge of Local Government engineering, particularly in the area of design and construction of rural road systems.


As Managing Director, Ray assumes ultimate responsibility for all facets of the company and his ability to build strong relationships with clients and his team has ensured the sustained growth of the business. Ray is passionate about his involvement in the industry and is currently a member of the Australian Institute of Engineers, Institute of Public Engineering Works Australia, is a registered Local Government Engineer, Registered Professional Engineer (Qld), and is a Chartered Professional Engineer.

Bryan Payne

Initially commencing in 1977, Bryan became Brandon & Associates first full-time employee in Roma in 1979.  Bryan has a strong background in civil engineering including investigation and planning, Local Government administration, project management and the design and supervision of water supply and sewerage schemes, road works, street works and drainage.


Bryan utilises his wide range of industry experience and personal approach as Director in Charge of Engineering services and Manager of our Roma Office. With additional qualifications including licensed Building Certifier, Local Government Tutor and Referee of the Queensland Building and Development Dispute Resolution Committee, Bryan has high-level negotiation and mediation skills and a keen eye for detail.

Mark utilises his high attention to detail, negotiation skills and ability to think laterally to come up with innovative engineering solutions for both short- and long-term planning.


With a hand in asset management, quality assurance and environmental management, Mark ensures all aspects of the project are taken into consideration to ensure high-quality results are achieved.

Francis has experience in contract administration having undertaken the role as Superintendent’s Representative on a number of projects as well as being involved in procurement and contract administration for Transport and Main Roads DRFA Projects.  In his spare time Francis is heavily involved in the community through his participation in the Rotary Club of Roma.

Ryan Hicks

Ryan Hicks, a Civil Engineer based in Chinchilla, has been employed by Brandon & Associates since 2008. With a diverse range of experience in civil engineering, Ryan specialises in various areas such as local and state government engineering, project management, contract administration, quality and process inspections, GIS, and asset collection. One of Ryan's notable roles includes being contracted to the Department of Transport and Main Roads for the Warrego Highway Upgrade Program, where he worked on projects as a Project Engineer.


In addition to his work with Brandon & Associates, Ryan has also served as Acting Senior Project Manager for the Western Downs Regional Council, overseeing maintenance projects, and dealing with local road maintenance and RMPC works. He has also been involved in the road upgrade for the resource industry, adhering to main roads specifications, and has worked as a Project manager for the Western Downs Regional Council on flood reconstruction projects. Ryan has also contributed to asset conditional reporting for the Maranoa Regional Council, conducting assessments of council roads and providing a comprehensive evaluation of each aspect.


Prior to his current role, Ryan was contracted to the Department of Transport and Main Roads in Roma as an Inspector and Engineering support for the Carnarvon Highway upgrade program. He was later relocated to Charleville, where he focused on RMPC and maintenance contracts for the western shire councils. Ryan is actively working towards achieving RPEQ status, demonstrating his commitment to professional development and excellence in his field.

Gavin Fenner

Gavin joined Brandon & Associates in 2018, and with 20+ years of industry experience in civil design spanning both the private and local government sector, has provided our clients with a broad spectrum of knowledge and expertise.


Gavin is a personable and experienced professional who combines his enthusiasm for building and engineering with a strong focus on providing high-level service to our clients.  Gavin has a keen interest in all aspects of civil construction, practically demonstrated through the wholistic design of public utility infrastructure, roadworks, stormwater, and sewer drainage networks in both private land development and public works projects.


As our Senior Civil Designer, Gavin has successfully delivered on multiple projects including a 50+ residential subdivision in Dalby, Stages 9 and 12 of Mayfair Ridge residential subdivision in Emerald, major carpark redevelopments, upgrades to the Roma Airport, and Augathella Aerodrome, as well as a variety of site-based stormwater management plans and onsite wastewater disposal system designs in support of numerous private land development projects for our clients.  Gavin’s skills are also regularly used for Project Management, Contract Management, Construction Supervision, Construction Cost Estimating, Engineering Reports, and Master Planning.  Gavin remains keenly active in all phases of design documentation preparation on projects, providing practical construction experience to our clients.


Gavin recently transferred from our Toowoomba office to our Roma office and is continuing his studies towards attainment of his Civil Engineering Degree.

Miranda Hicks

Joining Brandon & Associates in 2005, Miranda is our most popular employee every fortnight as she processes the payroll for everyone.  As our Finance Officer, Miranda oversees the very critical aspects of maintaining the cash flowing in and out of the business.


In addition to payroll, Miranda manages the debtor and creditor payments to ensure accurate invoices are produced and that our consultants and suppliers are paid on time.  A whiz with Excel and our Project Costing system, Miranda’s expertise is essential for developing and delivering accurate reporting and budgets for our Project Managers.


Based in our Head Office (Chinchilla), Miranda’s skills and expertise working behind the scenes guarantees our Engineers and Design teams can do what they do best and deliver the projects on time and on budget for our clients.
